No TAGS, and I looked this time!
There was a woman hosing out her drive way a few houses up, I was hopeful and decided to ask her if she knew who had painted it. She said her English wasn't great and after a very confusing conversation and a few attempts to rephrase the question she said she'd tell the owner the mural needs to be fixed.
I conceded defeat, nodded and walked away.
