I'm not sure who Pimco or who/what Operation Clean Slate is but the lane didn't [particularly look as though it had any issues with graffiti.
Perhaps it was a remnant of Sydney's night life scene before Sydney shut down Kings cross and forced business's to tell to hipsters and developers.
