It took me an Internet search to figure out what this was. The who was easy as NotNot tends to have multiple designs around using differing surfaces and differing colors.
The artwork is broadly known as 'ClickBait' and I have to agree most of what we see on the internet, especially when it comes to news and information these days, is generally misleading in title and byline just to get you to click the article to produce revenue.
It's worse when those same retailers then charge you to read their story then have the audacity to insist places like Facebook then pay them when patrons relink to their platform. Esp when they get money per click, have ads on their own pages and then track your information.
